Steps should not just be seen as a practical necessity. Changes in level can be dramatic and a feature all by themselves. Generally the principles are always the same:

They should be broad and shallow
If they must be steep they should be narrow
Very shallow steps are dangerous
Grass steps are generally unsuccessful!
Slippery steps are dangerous – consider the materials and aspect carefully
The relationship between the riser and the tread is important
